Blue Lagoon near Padangbai is the top choice for beginners. The water is shallow (1–8 meters), currents are minimal, and coral starts in waist-deep water. It's also the closest major snorkeling site to south Bali at roughly 1.5 hours by car, making it easy to reach without a grueling day trip.
Manta Point off the coast of Nusa Penida is Bali's only reliable manta ray snorkeling site, with an encounter rate of roughly 80% during peak season (April–November). Tours depart from Sanur with a 30–45 minute speedboat crossing. The Premium Yacht Nusa Penida tour ($98) visits Manta Point plus Crystal Bay and Gamat Bay.
Tulamben has the famous USAT Liberty, a 120-meter WWII cargo ship with its top deck just 3 meters below the surface — the most accessible wreck snorkeling in Bali. Amed has a smaller Japanese patrol boat wreck at 3–5 meters depth. Both are shore-entry sites on the east coast and can be combined in a single day trip.
Menjangan Island in West Bali National Park has Bali's healthiest and most pristine coral. Its dramatic wall reefs feature hard corals, sea fans, and sponges with visibility up to 30 meters. However, combining distant sites like Menjangan and Blue Lagoon in one day is impractical — they're 4+ hours apart. For the best experience, pick one area per day.
